BUSTED: Greg Abbott’s Flip Flop on Flock Surveillance Cameras EXPOSED by Fellow Republican as Election Year Stunt

Career politician Greg Abbott’s election year flip flop on warrantless Flock surveillance cameras is being called out by local elected officials who are openly questioning whether his sudden funding freeze is anything more than a temporary political stunt to help him survive his toughest reelection ever after 30 years in public office.
New reporting from The Texas Tribune reveals that several cities and counties are holding off on permanently pulling the plug on hundreds of Flock cameras because they believe Abbott is likely to flip flop again and restore funding after November.
Johnson County Commissioner Rick Bailey – a Republican – called Abbott’s reversal “very political”, telling the Tribune that the pause is only happening because of “the fear of making voters upset.”
Bailey even compared Abbott’s Flock flip flop to his recent restrictions on data centers – an industry Abbott took $20 million from and gave some of the largest tax breaks in the nation, vowing just last November to make Texas the “AI epicenter”, before changing course in an election year.
In Addison, the Tribune reported that Councilmember Marlin Willesen was similarly confident Abbott would eventually fund Flock cameras again, saying “the question to me is not if, it’s when.”

A quick reminder of the facts on Flock:
In 2023, Abbott reappointed Miguel “Mike” Rodriguez to the Motor Vehicle Crime Prevention Authority. Under Rodriguez’s leadership as Chair, MVCPA directed at least $30 million toward Flock, funding at least 3,200 cameras. This money came from the $1 hike in auto insurance fees the Texas legislature passed in 2023 to fight catalytic converter theft. Rodriguez said he wanted to blanket “the entire state” with cameras.
In 2025, Greg Abbott’s Texas Department of Public Safety signed a $26 million contract with Flock and then sharply increased the number of agencies that could access its data to more than 200.
In May 2026, Greg Abbott praised the use of surveillance technology like license plate readers and Flock cameras and even criticized local governments for not deploying them fast enough. WATCH HERE
On August 25, 2026, Gina Hinojosa’s campaign released a new ad highlighting the 10,000 Flock cameras that invaded Texas under Greg Abbott. Days later, Abbott flip-flopped and blocked state agencies from spending money on more Flock cameras but has refused to say if the freeze is permanent as DPS continues to operate hundreds of cameras.
