In yet another sign Congressman John Carter is not showing up to do his job and make himself available to voters in TX-31, the Texas Tribune aired an episode of “Split Decision” showing an empty chair in the place of Congressman Carter. Carter refused to show up after multiple inquiries from The Texas Tribune.
